We are immensely proud at CEMVO of being one of the leading national anti-racist organisations in Scotland and in our role as a strategic partner of the Scottish Government Equalities Directorate since being established in 2003.

We pride ourselves in delivering bespoke capacity building programmes that address the specific needs of ethnic minority groups and communities across Scotland and in our track record of success in delivering impactful outcomes from past and present programmes through the years.

Our vast network of ethnic minority organisations throughout Scotland has enabled us through the years to reach diverse communities for the purposes of influencing policy at all levels, for consultations and research, and for the continuous gathering of intelligence on the issues affecting the sector and its communities.

In the landscape of systemic racism as evidenced by COVID and Black Lives Matter, our work has become even more important in creating an environment in Scotland where institutional racism is challenged and diverse communities are meaningfully engaged in policy and decision – making processes that help overcome systemic barriers.

We therefore as an organisation very much welcome developing partnerships with key stakeholders across all sectors to help progress race equality in Scotland.

Colin is the Chief Executive Officer at CEMVO Scotland. Leading the organisation since 2003. Colin provides management oversight and is responsible for the strategic development and sustainability of CEMVO Scotland through funding and external relationship building.

Colin graduated with a BA (Hons) in History with Education from West Sussex University and has worked in the third sector for over 35 years in areas that include employment and training, anti-racism, housing, mental health and welfare / debt advice. Appointed as Chief Executive of CEMVO in 2003, he worked closely with CEMVO’s initial parent organisation in England to develop and establish CEMVO in Scotland.

Colin has been involved in many high level strategic advisory groups at Scottish Government Ministerial level and has given race equality evidence on numerous occasions to Scottish Parliament Committees. He was appointed Adviser to the Scottish Parliament Equalities, Human Rights and Civil Justice Committee in 2011 to help scrutinize the Scottish Government’s 2012-13 Budget from an equality’s perspective. He has also served as the Chair of the Equality Advisory Group for the Scottish Court & Tribunal Service. Colin currently serves as a Non-Executive Director of NHS Lanarkshire Health Board where his expertise led to his recent appointment as the EDI & Anti-Racism Champion.

Fiaz Khan

Race Equality Mainstreaming Officer

Fiaz has been with CEMVO Scotland since 2006. His current role as Business Development Manager involves oversight and management of CEMVO Enterprises CIC, oversight of the Equal Jobs Portal and managing the SQA accredited training centre of Working with existing and new organisations to develop bespoke capacity building training with a focus on Equality, Diversity and Inclusion. He is also involved in creating environments where service providers such as public bodies and local authorities are able to engage with ethnic minority communities across Scotland.

He supports key staff internally in CEMVO Scotland to develop and submit proposals via Public Contracts Scotland and various other funders. He has a vast external network to develop partnership working whether that is in academia, public bodies or third sector organisations.

He currently sits on various forums at Scottish Government Level including the Scottish Government National Strategic Employability Forum, Scottish Government Cross Justice Group on Race and Workforce Scottish Government – All Age Employability Steering Group. He is also part of the Glasgow City Council – Employability Partnership [Glasgow Futures].

Nadeem works closely with charities based in Glasgow to support them to build their capacity in a number of areas including, but not limited to, improving their charity governance; applying for funding; developing effective policies and procedures; improving their marketing and communications (internal and external); developing financial controls to monitor their charity spending; developing social media channels and much more.

Nadeem formerly worked as the Knowledge and Learning Manager for The National Lottery Community Fund in Scotland. Prior to this, Nadeem worked with the West of Scotland Regional Equality Council as their Projects Manager. Nadeem graduated from the University of Glasgow with a degree in Molecular and Cellular Biology. Nadeem currently acts as the Vice Chairperson for a charity named Pachedu which operates in Renfrewshire.

Helen McCabe
Financial Capability Officer
Helen leads the Financial Capability Programme. The FCP helps to improve the financial wellbeing and resilience of ethnic minority individuals across Scotland by attending online or in person interactive financial workshops on various financial topics. Helen also offers one to one support and guidance to individuals.

She has successfully led on various projects within CEMVO Scotland over the last 10 years. Prior to this role, Helen built up over 20 years’ experience working within housing debt, money advice, benefits and housing/homelessness sectors. She holds the Money Guiders’ City and Guilds. Helen’s wealth of knowledge and understanding of the multiple barriers faced by ethnic minority communities accessing mainstream advice services often mean she is sought after to share this strategically through various stakeholder meetings and forums. The aim is always to advocate for inclusion through influencing policy.

In November 2024 Helen was awarded the Scotland’s Money Guider of the Year Award at the annual UK Money Guiders Conference. Helen is very passionate about financial inclusion and strives for equity in access across Scotland to reduce poverty and will continue to champion this work to help level the playing field.

In the last 3 years over 1000 people have built their knowledge and awareness from attending the financial workshops and benefited from one to one support to get out of debt and help maximize their income.

Virginia (Vee) Toyi

Environmental Race Equality Officer
Virginia (Vee) Toyi is the Environmental Race Equality Officer for CEMVO Scotland’s Race Environmental Equality Programme (REEP) supporting organisations in the environmental sector to become more racially inclusive, equitable, and representative.

With over 15 years of experience in equity, diversity, and inclusion (EDI), Vee is a passionate advocate for social justice, with a professional background spanning microfinance, law, and policy.

Her career has taken her across public institutions and sectors, including housing, education, employment law, and more recently, environmental justice. Vee has worked tirelessly to embed anti-racist and inclusive practices into policies and programmes that impact marginalised communities.
In addition to her professional role, Vee is an active member of her community. She sits on the Board of Carers of West Lothian, contributing her expertise to support unpaid carers and disabled people. She is also deeply involved in community engagement, particularly in supporting women’s networks and advocating for the voices of women of African heritage.

Known for her strategic insight and grounded community connections, Vee brings a race-conscious lens to environmental and social equity work, championing transformative change across all sectors she engages with.”

Community Engagement and Employability Officer
Mona Awan is the Community Engagement and Employability Officer at CEMVO Scotland, working across two key programmes that support ethnic minority communities across Scotland. Her role focuses on both employability and community engagement—building confidence, creating pathways into employment, and strengthening connections within communities.

Whether through events, workshops, or one-to-one support, Mona is dedicated to empowering individuals and helping communities reach their full potential.

In addition to her role at CEMVO, Mona is a volunteer mentor with MCR Pathways, supporting young people to build confidence, explore their potential, and achieve positive outcomes in education and beyond.

Pui-Kei Wong
Race Equality Officer
Pui-Kei is a Race Equality Officer in the Race for Human Rights team, supporting public bodies and third sector organisations to embed race equality in their strategy and day-to-day functions. She takes pride in her multicultural upbringing as a Scottish-born Chinese, driving her passion to advocate for equality and social justice.

Her experience in voluntary work ranges from education to community activism. With an academic background at the University of Edinburgh in Critical Race Theory, she specialises in anti-racism training/workshops and delivers consultancy support. Her role also involves influencing policy and change, sitting on groups including the Scottish Government’s Anti Racism in Education Programme (AREP) and the Racism and Racist Incidents (RRI) subgroup.

When she’s not at CEMVO, Pui-Kei loves spending time in nature so you’ll find her on walking trails or jogging.

Kaja is joint lead on the Building Funding Capacity Programme, funded by The National Lottery Community Fund. As Funding Capacity Consultant, Kaja supports ethnic minority third-sector organisations across Scotland through the Ethnic Minority Development Fund (EMDF).

With over 10 years of experience in project management, community engagement, partnership working, income generation, and fundraising, Kaja is a passionate advocate for empowering organisations to create lasting social impact. She has a proven track record of supporting clients through various fundraising challenges, helping ensure long-term sustainability.

Padam Singh

Funding Capacity Consultant

Padam is the joint lead on the Building Funding Capacity Programme, a partnership with The National Lottery Community Fund. As Funding Capacity Consultant he provides support and guidance to ethnic minority-led third sector organisations to build capacity around funding and apply for the Ethnic Minority Development Fund, a dedicated £500k funding stream to support sector development.

Working across Scotland, Padam oversees both the capacity building and the funding application process, from providing guidance around completing a successful application, support around articulating project ideas and setting a realistic budget. He chairs the national Knowledge and Learning Network—with over 230 member championing sector knowledge building and providing a platform for EM organisations to share their unique insights and lived experiences within the funding arena.

With 35 years’ experience in public and voluntary service, Padam’s background spans employability, equality, mental health, and fund management. His core strengths include relationship development, training, and multimedia communication. Beyond work, he’s a dedicated mentor and a published cartoonist, recognised by the Scottish Cartoonist and Comic Artists Circle.

Surbjit Dhillon

EMDF Engagement Officer

Surbjit Dhillon is the Engagement Officer for the Building Funding Capacity Programme at CEMVO Scotland, working in a team of 3 to support and strengthen the ethnic minority third sector across Scotland. Surbjit’s role is to organise and deliver in-person engagement events in Glasgow, Edinburgh, and Dundee. Organisations network, share learning, and explore partnership opportunities. These events foster collaboration, peer support, and long-term relationship building within the sector.

Surbjit has held various roles in CEMVO Scotland including the Young Confident and Connected Co-ordinator, where young people were supported into positive destinations such as employment, training, and further education. Surbjit also ran the EMpowering Women project as a Confidence and Wellbeing Officer, helping women develop their self-belief, set personal goals, and take steps towards meaningful opportunities.

Surbjit is a qualified Person-Centred Counsellor and volunteers with the Scottish Cot Death Trust and on the Employee Support Programme, providing one-to-one counselling support. She is currently undertaking a Professional Development Award in Trauma Informed Practice, further deepening her skills in working compassionately with individuals who have experienced trauma.

Prior to joining CEMVO Scotland, Surbjit held a management position, supporting a team of 22 within a large construction organisation. This diverse experience has shaped her inclusive, empathetic, and person-centred approach to community engagement and capacity building.

Yasmin Ali

Yasmin is the Social Enterprise Lead at CEMVO Scotland providing 1-2-1 support tailored to the needs and circumstances of each client. As a social enterprise service delivery partner for Just Enterprise, Yasmin works with those from ethnic minority communities (EM) helping them overcome challenges and achieve their entrepreneurial goals.

Her expertise lies in providing tailored support to social enterprise start-ups, specifically focusing on individuals from ethnic minority communities who face additional challenges. She has a deep understanding of cultural differences and the unique barriers these communities encounter, recognising that those from ethnic minority backgrounds often face additional barriers in the SE sector. Her role involves offering comprehensive social enterprise start-up support, guiding clients through the complexities of launching and sustaining their social enterprise, providing operational guidance, legal structural advice and registration to help them succeed in their entrepreneurial ventures. Whether it’s through strategic planning, market research, financial management, or operational guidance, Yasmin can provide support to entrepreneurs with the tools and confidence required to succeed.

Yasmin has built a versatile 24-year career in enterprise, with roles spanning corporate banking, regeneration, and creative industries. She began her journey at a regeneration agency in 2006 after transitioning from a managerial role in corporate banking, a shift from the design career she initially pursued after earning her degree in Business and Textile Design. Yasmin’s expertise lies in supporting creative industries, where her entrepreneurial instincts thrive. As a creative professional herself, with multiple start-up ventures to her name, she enjoys leveraging her experience to assist individuals and groups aiming to launch social enterprises.

Brahma Vaidya
Ethnic Minority Community Energy Outreach Officer
Brahma Vaidya is an Ethnic Minority Community Energy Outreach Officer working in collaboration with Changeworks to engage communities across Scotland on sustainable energy and climate action. He leads outreach initiatives, builds partnerships and develops creative campaigns that inspire and support low-carbon living.

Brahma holds a Masters in Sustainable Energy from the University of Glasgow and a Bachelor’s in Chemical Engineering. His background includes research in environmental remediation and low-carbon technologies.

Brahma volunteers at his local gurudwara, helping those in need. He is a passionate filmmaker producing content around sustainability and community stories. Growing up between the Andaman & Nicobar Islands and mainland India shaped his strong connection to nature, which continues to guide his work today.

Zora is passionate about climate justice and in previous roles has helped communities and young people to learn about the environment, get involved in gardening understand the importance of protecting and improving green spaces for people and wildlife. And helping young people and children to be more. Zora studied Zoology in England and Behavioural Ecology in the Netherlands, where she focused on bats in urban areas and developed an educational tool in a botanic garden to address visitors’ plant blindness.

Zora is a board member of Plastic-free Dunfermline, supporting individuals, communities and businesses in and around Dunfermline and Fife, to eliminate single-use plastics.

Samsul Bahri
Finance Officer
Sam is involved in the financial operations at CEMVO Scotland. As well as providing the crucial day-to-day finance management, he is involved in creating the budget for the organisations, cost centres, forecasting and project financial reporting and preparing financial statements for the management team and board of directors. He also provides the procurement of goods and services function and deals with external financial enquiries.

He is the lead contact liaising with the external auditors for the annual audit. Sam is also involved in designing and adjusting the organisational financial systems to ensure alignment with internal operations and statutory requirements.

Sam studied accounting, government and public management and has been working with CEMVO Scotland since 2019, prior to that Sam worked in various countries such as Indonesia, Australia, Switzerland and others on finance and project managements. Currently, Sam is working remotely and lives in the crofting communities of the Outer Hebrides.

Wayne Lee

Administrator

Wayne‘s administration management role means he not only provides administrative support to the organisation and staff on individual projects. He also works on short term initiatives at CEMVO Scotland, leading on organising outreach events and recruiting participants for research projects. His role also includes undertaking marketing and promotional activities for Equal Jobs, a jobs portal for inclusive employers and ethnic minority job seekers.

His most recent achievement was organising and marketing CEMVO Scotland’s recent Equal Jobs Fair at Glasgow City Chambers, which was attended by over 250 job seekers with over 30 organisations looking to recruit in attendance.

Wayne holds a BA (Hons) degree in Animation and prior to joining CEMVO, Wayne worked at Impact Arts as a Creative Assistant on the Creative Pathways programme. He worked with young people on commissioned art projects for the Glasgow Science Centre and ScottishPower Renewables to create a mural and a cloth packaging that was sold online and in stores. He has also worked on TV productions such as The Rig Season 2 for Amazon Prime Video in the TV industry.
